Introduction – The Strategic Importance of Border Villages

Sewa Seema Shakti

International Borders

India shares over 15,000 km of international borders with seven countries.

Geographical Distribution

460 border blocks spread across 117 districts in India, located along international boundaries with neighboring countries.

Scale of Border Villages

17,000 villages, home to diverse communities facing unique developmental challenges due to their remote and sensitive locations.

Key Developmental Challenges in Border Villages

  • Only 42% of border villages have all-weather roads, compared to 82% in rural India.

  • Just 59% of border villages are electrified, while the rural national average stands at 98%.

  • Only 35% have internet connectivity, versus 65% in other rural areas.

  • Literacy rates in border districts range between 58–67%, below the national average of 74%.

  • Only 25% of youth in border villages have access to skill training.

  • Youth unemployment ranges from 12–18%, much higher than the rural average.

  • Over 80% rely on agriculture, often with poor irrigation and low productivity.

  • 15–25% of the population migrates annually due to lack of opportunities.
